Add the Option for Ignore the Privacy Levels On Power BI Service

The magic of working with data is that we can cross-reference data from different sources, but with Power BI this is very limited.

The option to accept data refresh ignoring privacy levels in Power BI Desktop and not accept it in Power BI Service is unfortunate and very limiting. Sometimes there is simply no way to solve this without working with the data in tools external to Fabric.

Revisit this data privacy methodology and allow data refresh to be performed even if we are ignoring data privacy levels, as this does not make sense if we have already selected Ignore. Add it at least to Power BI Premium per user.
