If I have a PPU license how do I add embedded option to it?

@ibarrau In the article it says that a pro license is sufficient. But I cannot upload/publish paginated reports with a Pro license. I already have workspaces, what does "Create capacity" and "Assign workspace to capacity" mean?
Well it says that about pro because that's all you need to run regular development with embedded. In your case, you are not building a development for reports, it's for paginated reports. If you have PPU, try it. It might be enough, it's kind of a grey for paginated reports, you can try it.
PPU will automatically let you pick capacity at workspaces. If you purchase premium, after purchase you can create the capacity. Assign workspace to capacity means turning the storage of the workspace to a capacity (like premium per user). You can go to workspace settings and change that if you have a capacity. By default it's shared capacity (pro license).

Hi. Having PPU is like having PRO for embedding, you can only use the secure link with microsoft login. If you want to build a custom app with cusom login and manipulate many things inside the javascript, then you need a dedicated capacity license like PowerBi Embedded or Fabric.

@ibarrau The app is a POC. What I want is to show how paginated reports publshed to the service can be rendred inside of a web application in an Iframe or something. I am getting a PPU license and still totally confused what I need for make embedding working.

Well if it's a POC then no dedicated capacity needed for developer environments. That would be only for production.
I'm not sure if Paginated Reports has a secure link easy and fast iframe like power bi report.
