Add User outside Tenant to Gateway
What are the steps that need to be taken in order to add a user as an admin of a gateway that is outside there tenant?

1. You can use planned invitations to turn accounts of different organizations into guest users.
Distribute content to external guest users with Azure AD B2B - Power BI | Microsoft Docs
2. Create a group in Microsoft 365 admin center and add guest users to the group.

Create a Microsoft 365 group: https://docs.microsoft.com/en-us/microsoft-365/admin/create-groups/create-groups?view=o365-worldwide
3. Add the created group to the gateway.
4. Because it is an external user, it can only be viewed through the tenant url in the local user.
Click? -- About Power BI - find the URL.
