I think this is what will be needed to resolve the issue, Please get the access and change the defau,lt GW.
Please accept this answer if this resolves the query .I found another solution to this:
when installing Python, ensure to do custom installation and install it on to the local C drive of the computer. Install all libraries into the same C drive.
Power BI service can access this to perform the refresh.
It seems I do not have access to this. I receive this error message
