Currently, Power BI does not provide an option for end users to add comments directly on visuals or specific data points within a report. This feature would be extremely valuable, especially for financial reporting and review processes, where users often need to share observations, clarifications, or feedback related to particular figures or trends.
Having a commenting functionality within Power BI (similar to Excel or collaborative BI tools) would:
Allow stakeholders to add contextual notes without needing to communicate outside the report (e.g., via email or Teams).
Improve collaboration and transparency during financial reviews, audit discussions, and monthly closing reports.
Help report owners track changes or discussions over time, linked directly to visuals or KPIs.
Enhance decision-making efficiency, as comments would remain attached to the related visual or page context.

It sounds correct!
Now users can add comments directly only on dashboards, report pages, and individual visuals in the Power BI Service, but not on cell-level or data-point commenting.
But i've also seen a tutorial video that provides a solution of adding comments on table visual. Sharing this link with you if you are interested Add data directly into visuals | User Input to Power BI Table Visual
