Access to Workspace emails configure
When a user who does not have permission is trying to access our workspace / reports in the workspace, They get a message asking them to contact the admin to give them access. Is there someway I can set up a custom message or stop these email notifications from spamming everyone who is admin

As far as I concerned, there is no way to customize or stop the access request messages that are sent to the admins of a workspace or report in Power BI service. There is an open idea requesting this feature that you can vote for here: Customize report access request message.

This article shows how to set contact information for a dashboard or report in the Power BI service. You can set contact information for items in a shared workspace but not for items in your My Workspace. The contact information is in the card you see when you select the name of a report or dashboard in the black header bar.
You can add multiple users or groups to the contact for an item. They can be:
A person.
A Microsoft 365 group.
An email-enabled security group.
A distribution list.
