In powerbi, I have given access permission of my reports to manager, but if share report to other person in my team they couldn't see the report.How can add admin role to the person in my team.

According to your description, you applied RLS to the report you wanted to share, so this also prevented other members of your team from viewing the report.
If you want to make your team members have access to the report, you can refine the roles you create in desktop to enable managers to see all reports, non-managers to see data related to themselves, and add members for deployment on service.

Or you can add user into workspace as “contributors” or “members” , even “admin”. Because the three roles will not be affected by RLS.

Can I know how to add as contributors” or “members” , , as I'm not a powerbi admin to make other employee as admin?
And can I know , should I be the powerbi admin to add others as admin ?

The admin mentioned here are for the workspace.
If you are an administrator or member of the workspace, you can add user roles.
and the way to add workspace role: choose "Access"
then in this page , you can add user.

The reason why Admin works is because an Admin Role gets full access to the dataset.
You would need to add the user under the security settings on the dataset!
this is how it shows if I open my setting? Would you help me? Should I contact my organization to add me and my colleague as a admin role

How did you share the report?
And did someone else configure the underlying dataset which has got Row Level Security enabled?
I created dynamic RLS to managerial level, but the person I want to share do not have managerial level role.
And after deployed in powerbi service, I tried to share my report with other collegue from my workspace---> share option and gave their mail I'd to access my report to read and build.
