Access Issue: User Unable to Query Fabric Data via Copilot Studio Agent
Hi Team,
We are trying to resolve an access issue with a Copilot Studio agent connected to a Microsoft Fabric data agent.
Scenario:
We have a Copilot Studio agent that uses a Fabric-based Data Agent to answer user queries.
Administrators (who have Fabric Admin rights and Power BI Pro licenses) can use the agent successfully.
Standard Users (who have been granted read access to the relevant Fabric workspace but do not have a Power BI Pro license) receive the following error when querying the agent:
"To provide you with accurate and detailed information regarding case 00009, I need to access the connected data system. Please hold on for a moment while I retrieve the relevant details."
Our Configuration:
The Fabric workspace is backed by an F16 capacity.
Users are licensed with Copilot for Microsoft 365.
Users have been assigned the Viewer role on the Fabric workspace and have necessary data-level permissions
Question:
Based on our understanding of the documentation, a Power BI Pro license should not be required for a user to query data through a Copilot agent when the data resides in a dedicated Fabric capacity (F16). The Copilot license and Fabric permissions should be sufficient.
Could you please confirm if this is correct? If a Power BI Pro license is indeed mandatory for this user scenario, could you please point us to the specific documentation that outlines this requirement?
Complete Error Message:
"To provide you with accurate and detailed information regarding case 00009, I need to access the connected data system. Please hold on for a moment while I retrieve the relevant details."
