A premium capacity rendering latencies .. who to contact for improvements ?

Hi dears power bi users

One of our PBI premium capacity faces strong latencies
We use the PBI app capacity metrics (a very nice tools)
We want firstly to contact overloaders according to improve their solution (background or interactive CPU consumptions)
But we have a doubt around our communication with businesses ?
Who to contact ?
Power bi datasets creators for strong CPU consumption during last 14 days ?
OR
Power bi datasets creators for strong overloading score (overloaded time involvements with high CPU consumptions each time)  ?
OR
Both

For me, it's strange that Datasets with huge CPU consumption (last 14 days) can get a small "overloading score" (& being involved on few overloads minutes ) ? how it's possible , please ?

Myself answer  based  my MVP friends advises

 

1) In case  of  latencies go  to see overloaders &  strong CPU grand total (last 14 Days statistics) strong CPU consumers

2) Can be normal a strong  CPU total consumer doesn’t belong to top 10  overloaders (scoring & overloaded minutes <-- time)

Yes you see , if you refresh your dataset each 5 minutes  , grand total is enormous ... but on small  quantity  of cPU  each  30 seconds evaluation time BOX
