A pivottable cube function or filter control using the connection didn't refresh

We have a excel report linked to two datasets in the Power BI Service. Most people are able to refresh the report fine but for some reason one person is getting the error "a pivottable cube function or filter control using the connection didn't refresh". I'm not sure when, they have the same permissions as everyone else. Has anyone else had the issue?

I am having the same issue and can't figure out the cause did you figure it out? any suggestions would be so appreciated!
