A dataset residing in a PPU workspace cannot be directly accessed by user have a Pro license?

Currently, I need about 20 users to view reports. If I have 1 PPU account and I store the semantic model on that PPU workspace and then share it with 19 other Pro accounts to access it, is that possible? Or do all 20 users have to be PPU? I hope you can help me with this.

in order to access the report in ppu workspace, they should be also ppu users.

I only store the semantic model in the PPU workspace and I create reports on another workspace with the Pro license mode. Then, this workspace will be shared with other Pro users. Is that possible?
