I have a question about building a matrix in powerBI. I would like to build to have a hierarchy in one column, for example, dates, then a fixed wheel for each of the dates, and then the value of the calculations. Is this possible in Power BI. An example is made in the attachment?

To my knowledge, this is not supported in Power BI currently. You can post your idea on Ideas (powerbi.com).
In addition, maybe you can create the two columns into one new column like below:
