scheduled refresh causes countax measure to not return a value

I have several cards with measures in my report. One is a countax measure. It works fine in Power BI desktop and it works when I publish it. But when the published report refreshes, the data for that measure doesn't return a value. If I republish the report, then the data shows up. Here's the formula:

 

ID'd = COUNTAX(filter('Latents', [Latent Print Identif]="True"),[Id])+0
 
[Latent Print Identif] is a text column.
 
I have some COUNTA formulas and those do recalculate correctly when the refresh occurs. It's just this one that doesn't work.
