I have created and share the report but end user is not able to see the data.
there is no RLS implemented. user have read access to workspace,lakehouse,sql end point,semantic model and report

yes, user already have build access on semantic model. and only measures created after semantic model created. even date table is also from lakehouse.semantic model

Thanks for confirming. Since the user already has Build access and only new measures were added, this does not look like a permission issue. Also, as per the lineage shared, the connection flow looks correct.
In this case, the Missing_References error usually happens when the semantic model is not properly in sync with the Lakehouse or SQL endpoint. Sometimes even if tables are not deleted, if any table was recreated, schema was changed, or columns were modified in backend, the model may still hold old reference internally and cause this error.
I would suggest once open the semantic model and check whether all tables are loading properly. Then do one manual full refresh and confirm it completes without any issue. After that, try creating a small test report using the same semantic model and check whether data is loading there. If the new report works, then issue could be with the existing report metadata. If not, then the problem is at semantic model level.
Please check once and update here. We can take it further based on the result.

i tried, even i created new semantic model with only 2 table it is giving error. but only 1 table is working fine.

This Missing_References error normally comes when the semantic model is pointing to some table, view, or column which is not available now. Even if permissions are correct and there is no RLS, if anything was renamed, deleted, or modified in the Lakehouse or SQL endpoint after the model was created, the model will not be able to read the data properly. Because of that, the report may open but show blank data for the user.
Please check once whether all the tables and columns used in the semantic model are still present with the same names. Also try refreshing the semantic model and see if it completes without any error. In addition, confirm that the end user has both Read and Build permission on the semantic model, since without Build access the user cannot query the model.
After correcting any missing or changed objects and refreshing the model, the report should work normally.
