In PBI RS, program refreshes are sometimes unpredictable:
You can view logging and monitoring: Implement detailed logging and monitoring for refresh activities. This will help you track patterns and identify specific issues.
Modifying the Web portal at will is unlikely to be possible at this time, so if you have a good idea, you can post your thoughts at this site below.
