nous avons un power bi report server configuré sur un sql entreprise edition avec assurance,

ma question est: peut on publier sur ce report server avec une licence power bi premium par utilisateur (ppu)?

ou c'est uniquement la licence power bi pro qui fonctionne ?

Yes, sure. You can publish(save) reports to PBI RS also with PPU license.
