What url are you using? Have you tried http://localhost/reports ? Using "http:// <servername> /reports" (or https) works fine for me.

 

Note that the Win10 app (and the mobile app) currently only work with paginated reports and KPIs when connected to Power BI Report Server. If you have pbix based reports you can only see those through the app when connected to the cloud service.
