If im understanding correctly you want to always have the last date selected in a date or month slicer. You can leverage the DATE table, using a calculated column.
It works fine, with the limitation that being a text column, you cant have the "between dates" slicer configuration.

I am also implementing the date hierarchy in slicer as it's also important. I hope it will wotk as well.

You can use relative date slicer with anchor date. But this feature is still unfinished and very limited. It's big fail of Power BI development prioritization.
You can set relative date slicer (e.g. for last N days) and set Anchor Date in slicer settings (e.g. for your last refresh date or any business required date). But this feature is unfinished, because you can setup anchor date only manually to fixed date, you can NOT setup any calculated value (e.g. based on last refresh date).
There is more unfinished things, e.g. you can setup "this" and "last N" period, but can NOT setup "this or last N" period (is not possible filter to whole this month + last N whole months.

This isnot I want. It's when designing a report, you get the last date if it wasn't. What I need is after the report uploaded to the report server, when the data get refreshed, the default selection of the date slicer will be the last date of the new data instead of the end users manually changing it in the browser.

Hi Kathrin,
That doesn't work either. Once it uploaded to the report server (same as power BI service), it only remember the "refreshed" date/time before it's "uploaded". I tested with text box, card. none worked. For sure slicer won't work either.
