I have Power BI Report Server, connected to multiple different data sources, scheduled refreshing by daily, I am wondering if I can access the cached data in Report Server from other application(like the application we developed by ourselves) or not . if yes, how can we access cached data? where is the cached data?

I assume you are talking about trying to access the dataset of a pbix report from other reports or applications. If this assumption is correct then unfortunately the answer is that this functionality is not supported on Power BI Report Server - it is only available on the Power BI cloud service.
Data (in case of Import mode PBI reports) are cached in integrated SSAS service in diskless mode. There is not supported way how to access to this cache (and also to saved model).
There is unsupported way how to connect to this SSAS instance with cached data from any MDX/DAX compatible application, but I do not recommend.
Instead of this, implement dedicated SSAS tabular server to host PBI models, and you can connect to this model from PBI reports (in live connection mode) and from any other applications. Additionally you will get many very powerful features.
