difference between On-Premises Gateway and Report Server

That is correct and I believe that you make that decision at install time.

One last thing:
I've tried to search the Gateway download link and it has taken me to a page:
https://www.microsoft.com/en-us/download/details.aspx?id=53127
It's not showing whether it's a Personal Gateway or Enterprise Gateway.
To my understanding, Personal Gateway I can use at my home or my individual PC and Enterprise Gateway on an Organization's Server.
Am I right ?
