Is it possible to secure data from all other people than the department which has made the report at uploaded it?
Specifically it should not be possible for administrator to see the data.
At the moment we are usin RLS but this does not work with administrator of our organization.

In on-premises PBI RS it is not possible, application administrator is able to see data (you can hide for him using rls when open report, but still exist additional way how administators can show it).
Only solution is create dedicated instance of PBIRS, which will be administrated by own peoples.
Another way is in cloud Power BI Service, which is generally self-administrated...
The only technical way to hide data from administrators is to encrypt the data both at rest and in motion. You may want to find non-technical workarounds like contracts where administrators agree not to look at your data or else.
