What version of windows are you trying to install this on? Couple things to try:

1. Check the 'C:\ProgramData\Package Cache\5B71B20A455F6EEAB79DD1EDCAB0BA66AD0D2208\' folder and see if the NDPXXX-Web.exe is still there, if so try and run it directly by double clicking on it. If there is a problem installing .NET 4.5.2 then it should prompt you with the issue.
2. If the EXE is no longer there try installing it from the web, this should be the latest link
