can't pay power Bi license

when i try to pay for power Bi license i get the following error message 

Refresh the page and try again. Something went wrong, and we couldn't complete this order. (CV: nHiN/eVggEGZyObx.7.11)

and after refresh the same 

Note 

Also card has no issue and used for paying other payment
