When will Power BI Report Server utilize SQL Reporting Services 2017 instead of SSRS 2016?

The version installed with Power BI Report Server should read simply "Report Server Configuration Manager." Perhaps you have an earlier version of the Configuration Manager installed as well?
SQL Server Reporting Services (SSRS) and Power BI Report Server are two products built from the same codebase. Power BI Report Server just includes additional features (web viewing of Power BI reports and Excel workbooks) and may release more often, independent of SQL Server releases. For example, the most recent release of Power BI Report Server (October 2017) = SSRS 2017 + about a month of development.

configuration manager dialog title said SSRS 2016 instead of SSRS 2017.

You were right. It is OK, I had a different install on another server. Sorry!
