Users can't browse main reports page

I've added user as System User with AD account w/i site setting security.
User got this when browsed to main page. Is there another place to setup the security?

Did you setup the securiy at the root/home folder level? There is an option "Manage folder" on the top right corner. 

1. Click on Manage folder
2. Click on Add group or user
3. Type the user or group you intend to provide access and choose Browser role (or other role per your need).
4. Click Ok.
