Hello,@Heeje_ .I am glad to help you.
If you have questions about making mandatory data updates on service, I hope my suggestions below will answer your questions.
1. Data update on Power BI Service
On Power BI Service, you can click the refresh now option on the semantic model to realize on-demand refresh.

You can also configure Scheduled Refresh for a report's semantic model, so that the system automatically performs the refresh operation according to the Scheduled Refresh.
Using RestAPI with Power Automate can help you automate the refresh execution.

2. For data updates on the report server you can configure Scheduled Refresh by configuring it for reports on the local server.

Local server reports in Direct Query and Live Connections mode(Reports In report Server) automatically connect to the data source for the latest data when they are accessed, so you don't need to do anything extra to force data updates.
I hope my suggestions give you good ideas, if you have any more questions, please clarify in a follow-up reply.
Best Regards,
Carson Jian,
