We are using the May 2021 release of Power BI Report Server, and have an ArcGIS Enterprise instance on release 10.8.1 with appropriate user licensing to create ArcGIS visuals. We have turned on all relevant switches in Power BI Desktop to enable use of ArcGIS, and even turned it on in our Office 365 tenant (although it won't be used there because all of our reporting in in-house). The report creators can log into ArcGIS while adding visuals to their Power BI reports using their Enterprise accounts, and everything looks perfect in Desktop. However, when they publish their reports to our in-house PBIRS and then try to view the visuals they get the following message:
We've tried digging through both Microsoft's and Esri's documentation to figure out why this isn't working, but have not been successful in locating an answer. What else are we missing?

Please, try upgrade to September 2021 version (both, desktop rs, and pbi rs). I have similar issue with May version. With September it's work for me.

Is your environment online?
I only see this restriction on report server. If not, have you considered an updated version?
