Unable to connect to Postgres Database

The certificates you need  installed in the PostgreSQL server and the Pbi desktop ( creating a .PEM) are:

AddTrustExternalCARoot.crt

DV_NetworkSolutionsDVServerCA2.crt

DV_USERTrustRSACertificationAuthority.crt

my_domain_name.com.crt

Please find the official document from PostgreSql on how to use the client/server certificates.
