Are you using the right version of Power BI Client? Your icon should say "Power BI Desktop (October 2017)" [substitute month for whichever version of the report server you are running]

 

You should be going to the file menu -> Save as -> Power BI Report Server

It only says Power BI Desktop. Even properties describes it as Power BI Desktop.

 Also, when i click save as, the only option I have is to select the location to save the file. No option to upload to server.

    Which version of the Report Server have you installed?

    You can download the client files (x86 and x64) with the server file but you can't use the version you are using now to publish to Power BI Report Server.
