About 6 weeks ago, people started to report that the toggle for matrix stepped layout OFF was no longer present, and that matrices always showed as stepped layouts. Then some people suggested a workaround of selecting Tabluar under a new Style and Presets menu. This seemed to correct the issue for some people.
However, now the problem is appearing in Power BI For Report Server. My matrices appear correctly with Tabular selected when I'm viewing locally, but as soon as I save to the report server, they go back to a stepped layout. Are the Microsoft engineers aware of this and working on a fix? This is an urgent issue.

The "Stepped layout" option disappear was identified as a bug in the May desktop, and engineers are currently working on it, so please be patient.
