Sort Icon Missing on Report when Loading via URL with rs:Toolbar=false

Hi,

I am currently using PowerBI Report Server Version 1.3.6816.37243 (August 2018).

I have a report that has a sort on a column. When viewing through the report manager or "rs:Toolbar=true" I can get the sort icon to show, but when I use a URL with the command "rs:Toolbar=false" the sort icon images cannot be found since it gives the nice "X" icon where the sort icon should be. When using my 2008 instance of SSRS, I can get the sort icon to show up in both true and false for toolbar.

The difference I can see is the source of the gif.

With toolbar: <img style="float: left;" onerror="this.errored=true;" alt="Sorted Descending" src="/ReportServer/Reserved.ReportViewerWebControl.axd?OpType=Resource&amp;Version=15.0.2.557&amp;Name=Microsoft.ReportingServices.Rendering.HtmlRenderer.RendererResources.sortDesc.gif" border="0">

Without toolbar: <img style="float: left;" onerror="this.errored=true;" alt="Sorted Descending" src="https://reports/ReportServer?%2FCustom%2FNotesReport&amp;rs:Command=Get&amp;rc:GetImage=sortDesc.gif" border="0">

Not sure if any one else has experienced this issue or if there's any way to solve it.
