Shifting Rows up in Paginated Report

Hello Community: I have a confidential paginated report and I have remade the look in excel. Essentially I am asking how I can move up rows with information in High and Low columns to appear as the top rows for their index. We had to use a Python Script in the Power BI report to do this and I am using the Query Designer to bring in the Data set and the fields needed and that is working fine. I have attached an example of what it looks like (Dummy Data) and what the required result would look like.
