Hi @Raman3456 ,
Can you further describe your business requirements? Is the service you are referring to powerbi report server or powerbi service, and what is the shared folder referring to?
If you just want to share your Paginated Report with other users, there are many ways to share it, such as OneDrive for Business or SharePoint Online, but only if there is at least one workspace in the Power BI tenant that is supported by reserved capacity. This capacity can be any A4/P1 - A6/P3 SKU.

Looking forward to your feedback.

You would need to deploy your paginated rdl to this "End User Shared" workspace and also upgrade this workspace to Premium or PPU capacity. The end users too would need a PPU license if you are using Premium per user to host the Paginated reports
