Send old data to web and set data refresh for the new data

Hello,

I would like to send the data(table) of the date before 2020 to web as permanent in web(cloud)

I want to make data refresh for the data of the date  after 2020

Therefore the data refresh will be quicker since its a new data and the new data will be appended to old data.

Is this possible? I heard making it through append function of power bi, but i couldnt manage to do it...
