Can user create report on their own using Power BI Report Server intranet browser or Power BI Service url? Which self service features are available on Power BI Report Server?

Power BI Report Server includes several products, and for the Power BI Report Server Web Portal, users can upload the local report to host it on the web page, but do not support editing it in the web page.
If the user is able to upload permissions, the user can connect to the portal in the RS version of Power BI desktop and save the local report file directly to the portal. This is how you mentioned how users can create reports using the portal URL.
