Scheduled refresh refreshes at random times

I have a problem with the scheduled data refresh on Power BI Report Server. The scheduled data refresh does not work at the times configured. For example, when i configure a refresh for a fixed time each day or configure a refresh at every minute, Report Server refreshes only at random times. The refresh mostly happens once a day at night and not at the configured time.

When I click on Refresh Now the status gets stuck at Refreshing and the data won't ever refresh again. I do not see any errors.

The data sources causing the problems are Excel/CSV/TXT files on network drives. The connection from the Report Server to the data source is successfull and so is the data refresh in Power BI Desktop. SQL Server databases also work as source.

Only the scheduled data refresh for Excel/CSV/TXT on network drives does not work.

I have the same issue in Power BI report server Aug 2018. All newly created schedules are stuck in "refreshing" and previously created jobs stopped at "completed data refresh". I have no clue why did it happen, I checked logs ,event viewers and Reportserver database SubscriptionHistoryID table etc. but got no luck. It is just idle, nothing happens.
