Scheduled Refresh - Initial Refresh stuck at refreshing for a few hours

I noticed on our PBIRS (Jan 2021) when a new report is uploaded, it takes a few hours for the scheduled refresh to complete its first refresh.

Status is just stuck at "Refreshing".

Subsequent refreshes are refreshed as per the schedule.

Manual refresh by clicking on "Refresh Now" also does not trigger anything.

Data sources are just excel files sitting on network drives. The correct credentials are provided and the data refreshes quite quickly on the Power BI Desktop.

Has anyone experienced this before?

Do you set the refresh successfully? Is the credential information correct?

Do the schedule refresh and manual refresh in the report server fail?

Can you share some error messages and connection information and refresh history?
