SQL server License Vs Power BI premium

Greeting lovely member , 

One of my client have sql server 2016 License . He want to use Power BI report server to publish his Power BI reports . 

i was wondering while installing Power BI report server , does he need to buy Power Bi on premesis or use his SQL server License to activate his report server ?

May i know if any official webpage / document as supporting for the statement of "Power BI Premium comes with a SQL license for Power BI Report Server." ? 

As I seem only can found the page to mentioned "Power BI Report Server is part of software assurance benefit of SQL Enterprise Edition", but no for Power BI Report Server.

@Anonymous - If they have Enterprise Edition with SA then they can use that. If not, then no. Power BI Premium comes with a license for Power BI Report Server.
