Our on-premise Power BI Report Srever has a section for Project Issues. It should show each issues that is not complete or closed. It should also not show 'On-Track' as an issue status, as those were replaced with 'Active.' However, there are several 'On-Track' statuses present, there are missing issues, and there are issues that have modified columns values that aren't showing up. It's as if the data is stale and not representing a current snapshot of the actual data. There are even missing projects entirely as if they don't exist.
I have gone into the SQL database and queried for all the issues for a given project, and I see the correct data there. I have also queried the issues for the same project via PowerShell, and the data is correct there as well. But when I use Odata via a URL to return the data, it shows incorrect data or is missing data. I've also used Odata feeds inside of Power BI Desktop to no avail. Refreshing doesn't error that I can see, but the data appears to remain stale.
Does anyone know how to resovle this issue?

Based on my understanding, the data displayed on PBI report is incorrect when viewing on Power BI Report Server, right? Some records were missing, right?
What is the data source? Why do you need to use Odata feeds inside of Power BI Desktop to fetch data? Did you get any error message in PBIRS log files?
Have you tried restarting PBIRS Service?
