Report tabs missing on shared reprot

Our PowerBI reports are on a node.  We are seeing sporadic cases where people cannot see all of the tabs within the report. 

It seenms to be in the EMEA region.  Browser cache cleared, system rebooted to no avail.  Any thoughts or known issues?
