Report server on local network

Hi,

my scenario is that I have a local network, and there is no access to internet. Downloading software and copying it to physical storage and then install in the local network is not a problem. But will I be able to set up the Power BI Report Server web portal within this scenario? In order to publish content to the report server, a pro license is required. How would that be handled when there is no internet access?
