Hi,
I have users of PBIX reports that download the data of a table on the report using the Export Data option. Sometimes only the headers are downloaded (using Summarized data option) to .xlsx file., other times all the data is downloaded.
All users have the same level of access and we don't have any Row-Security on the report.

If users are experiencing inconsistent behavior when exporting data from a PBIX report—sometimes getting only headers and other times getting the full dataset—several factors could be at play. Since all users have the same access level and there is no Row-Level Security, the issue is likely related to model relationships, visual-level filters, or aggregations affecting the export. When using the "Summarized data" export option, Power BI exports only the visible data in the table or matrix, which means filters applied in the report can lead to empty results. Additionally, if a measure or calculated column is used and doesn't resolve correctly due to missing context (e.g., a blank result in the visual), Power BI may return only the headers. Another possibility is cache inconsistencies—refreshing the report before export might yield different results. Users can try exporting using the “Underlying data” option (if enabled), which bypasses some visual filters and exports raw table data. Checking the report’s filters, data model structure, and enabling verbose logging in Power BI Service might help diagnose the issue further. Hi @RD1965 try thr below solutions and let us know
1. Ask users to clear all filters before exporting or check interactions in Edit Interactions mode.
2.Try switching to Underlying Data export (if allowed) to see if more data is available.
3.Ensure the correct export permissions are set in the Power BI Service under Tenant Settings.
4.Try exporting the same table under different user accounts and compare results.
Thanks for Feedback - Using PBIRS, so tenant setting - I believe - are not relevant.
Users do not apply any filters before Export and can rerun the report and Export the data and it sometimes does download. Nothing appears to be different..
This flaky behaviour is annoying users & me and undermines users ability to trust the data/reports.
