Is the September 2019 version the latest you can download? We have our data folks creating pbix's in 2.74 - 2.76 and the September edition appears to be married to 2.73.

Yes, Microsoft does releases of Report Server every 4 months (Jan, May, Sep)

If you are publishing to PBI Report Server your users should always be using the version of Power BI Desktop optimized for Report Server (the download link at the top of the Report Server portal should take you to the correct version) Otherwise they risk building reports with features that the report server does not know how to handle.
If you have users publishing to both Report Server and Powerbi.com you can install both versions of Desktop on their pc's, they just need to be aware of which one they are build reports in depending on where they are going to deploy them.
