My team member and I both have the same security on a Power BI Report Server folder. I can publish a Power BI pbix file using the Save As Power BI Report Server, but the team member cannot do this.
I do not see anything obvious in the logs. The dialog mearly says that something went wrong with very little detail.

I would start by making sure that you and your co-worker both have the same version of PowerBI Desktop. There are 2 versions of Desktop, one that is optimized for Report Server and another that is not. The one that is not is missing the Report Server option in the Save As section.
