Problem with 2 Tab Report naming in Report Server

I have a 2 tab report in SSRS active Documents and Inactive documents. There are cases when only records in Inactive documents is returned leaving active documents tab empty. The problem is that inactive documents is returned with name active documents instead of inactive documents. So I want when active documents is not returned, inactive documents should return with name inactive documents and not with active documents. How can I solve this problem?.

So far, to my knowledge, this could not be realized in PBRS.
