I have a question regarding licenses.
We use Power BI Report Server to publish reports.
Now the Power BI developers want to use a Premium license (Premium Per User) to be able to use functionalities such us AI capabilities and Paginated Reports.
Is the combination of Premium per User and Power BI report Server possible without any problems?
Can users (with a basic/free license) view the reports on the report server if the report was created by a developer with a Premium license?

The on-prem Power BI Report Server does not support AI capabilites. But it already supports paginated reports without any other licensing.

PPU gives you no extra on-prem functionality

Yes they can, but as I said above there is not much point buying a PPU license since it only adds extra capabilites when you use the cloud service.
We have the SQL Enterprise License
That depend what license you have to your PBRS (SQL Enterprise / PBI Premium capacity) ?

No you can't.. because SQL Enterprise only use Pro licence and for these functionnalities you need Premium
