How to know, which power BI report server is stable version ???

Usually, they all are stable version

The good practice for any upgrade and new deployments is to implement it in Test Environment and then move it to production when everything works well as required by you. 

 

There may be some bugs reported at 

 

https://community.powerbi.com/t5/Issues/idb-p/Issues

 

you can check it before moving to the new version.
