PowerBI RS Desktop
If I upgrade the Power BI desktop RS version to September 2023, Do I have to upgrade my Report Server to the September 2023 release or will it run the New PBIX and RDL reports?

Always upgrade Report Server first.
For example:
If you open a dashboard built with Power BI desktop September 2022 with the new Power BI desktop September 2023, the .pbix wil be migrated from 2022 to 2023. Once pbix is saved as 2023 there is no way to fall back it to 2022.
So when you try to publish the migrated dashborad on your Report Server september 2022 it will fail because the pbix is newer (2023) than the server (2022).
