Power bi report server

Hi 

i would like to know what are conditions to set up a power bi report server

my client has a sql server entreprise edition (2016) and i don't know if it is necessary to have other tools

also if in future They want to pass to power bi online,is it easier to do the migration

My understanding is that if you have SQL Server Enterprise Edition and it is under SA (software assurance) then you are licensed for Power BI Report Server for an equal amount of CPU's, et.
