Power bi datasets - Public embed code

Greeting,
I opened the Power BI Desktop. Imported data from MS Access.
I published a dataset.
I reopened the Power BI Desktop and imported the data from the Power BI Datasets.
I cannot publish this report (public embed code).
What's the problem?

Power BI RS does not publish to the Web, only to its Report Server.

To publish on the web you need the normal Power BI Desktop

There does not appear to be a possibility to report in Public (Web). I hope there will be that opportunity soon. Thank You
